To outline the policy relating to fundraising activities, including acceptance and refund of donations within Wesley Community Services (the Public Benevolent Institution of Wesley Mission.
This policy applies to all Wesley Mission workers, donors, and supporters, and covers all activities that are intended to generate funds for Wesley Community Services.

Donations received from
- individuals, companies and organisations
- Wesley Mission congregations (not including offerings)

- Clubs (not including CDSE funding)

- major donors
- applications to Trusts and Foundations
Sponsorship is not considered a donation as a tax deductible receipt is not issued as per the definitions above in accordance with the Charitable Fundraising Act.
This policy does not include income received from
- Government funding
- Government grants
- Offering from congregations
This policy also relates to the centralised account management of donor and data information used by the Fundraising department.
Fundraising within Wesley Community Services is conducted in line with best practice and adheres to our values, as well as the principles and standards defined by the Fundraising Institute of Australia to ensure all fundraising practises are ethical, accountable and transparent. Wesley Community Services is exempt from the Charitable Fundraising Act NSW 1991
Wesley Community Services can only fundraise in Australia and cannot issue tax deductible receipts for overseas aid or causes.
Due to an understanding with other Wesley Mission operations, Wesley Community Services operates primarily in NSW and the ACT and does not actively seek donations outside this area. Donations are received from outside NSW and ACT but are not actively sought.
Wesley Mission will adhere to the following principles:
- fundraising activities will comply with all relevant laws
- any communication to the public made in the course of carrying out a fundraising activity shall be truthful and non-deceptive
- all monies raised via fundraising activities will be for the stated purpose of the fundraising activity and will comply with Wesley Mission’s mission, vision, values and purpose and in line with the Charitable Fundraising Act NSW 1991
- fundraising activities should not be undertaken if they may be detrimental to the good name or community standing of Wesley Mission
The Fundraising department is the only department authorised within Wesley Community Services to:
- issue tax-deductible receipts and donor refunds
- conduct major donor acquisition campaigns e.g. on the street fundraising, major events telemarketing, direct mail and electronic direct mailing campaigns
- process donations via the donor relationship management database known as thankQ
- allow access for staff to record donor information in thankQ
- authorise fundraising events for other non for profit organisations i.e, Australia’s Biggest Morning Tea during working hours on Wesley Mission premises.
All Wesley Mission workers responsible for receiving and processing donations shall:
- respect and value all who donate
- ensure donation processes are secure and transparent
- build trusting relationships with regular donors and partners
- respond proactively to any issues arising in regard to donation refunds
- communicate respectfully and professionally with those who request a refund
- raise any issues or concerns that arise with Wesley Mission management regarding donation refunds.
No fundraising can be conducted through a ‘game of chance’, i.e. lucky door prize, or gambling of any kind.
For a tax deductible receipt to be issued, details of the donation must be forwarded to the Wesley Fundraising department.

Client / donor confidently
Client and donor information collected by Wesley Community Services is confidential and/or private, unless otherwise agreed in writing, signed and dated by both parties (Wesley Community Services and the Client in question). Confidential information includes details such as: contact information, personal donation history, personal details, and survey files.
Wesley Mission expects that anyone wishing to donate consider their decision carefully and check donation amounts during transactions.
Wesley Mission recognises that it is possible to make an error when making an online donation or for donors to change their mind. An error could also be made by Wesley Mission or our financial institution.
Under the Donation Return Procedure Wesley Mission will endeavour to refund donations made in error.
Responsibility and policy owner
The owner of this policy is the Group Executive Manager, Wesley Community Engagement & Property.
The owner is responsible for implementing the policy and achieving the desired outcomes.
Consultation and approval
This policy has been developed in consultation with the Fundraising Team, QRC Specialist Wesley Community Engagement & Property, Quality, Risk & Compliance Review Group. It has been approved by Management Committee.
The policy has been approved by the Group Executive Manager, Wesley Community Engagement & Property.
